Mills County is located in central Texas on the Edwards Plateau between Killeen and Abilene. Mills County is named for Texas Supreme Court justice John T. Mills. The Apache and the Comanche Indians were among the first inhabitants of Mills County. The first permanent settler was Dick Jenkins in 1852. In 1857 the county’s first religious service was held by a Methodist circuit rider in the home of settler Charles Mullen. The following year Mr. and Mrs. Mose Jackson were killed by Indians along with 2 of their children at Jackson Springs. Their two remaining children were carried into captivity. The children were recovered by a force of settlers and a company of Texas Rangers at Salt Gap. Crime and lawlessness continued throughout the county from 1869 till 1897 when the Texas Rangers were brought in to end the reign of terror. In 1885 the Gulf, Colorado, and Santa Fe Railway built tracks into the region establishing the town of Goldthwaite, named for railroad official Joe C. Goldthwaite.
